"The proposed sale of southeast Oklahoma water to Texas will not occur -- at least not soon.

While some cheer this result, it seems astounding that anyone can accept the impoverished status quo over potential payments for water that will otherwise flow downstream and out of state.

It is past time to clarify who legally owns the water. The state government and two Indian tribes, the Chickasaw and the Choctaw, disputed the issue but discussed possible sales. Complicating the picture is a Caddo tribal claim to be the area's 'aboriginals.'"
