Noted treaty rights advocate Billy Frank Jr. spoke on Tuesday at the Eastern Washington University as part of the school's Indian Awareness Week.

Frank is known for his work to ensure tribal fishing rights were respected by the state of Washington and the federal government. His protests and arrests were part of an effort which led to the historic Boldt decision in the 1970s.

But Frank told students yesterday that was just the beginning. Unless people act, nothing changes, he said.

Frank is the chairman of the Northwest Indian Fisheries Commission.
