United Shawnee Principal Chief Jim Oyler is raising doubts about a bill aimed at cleaning up a decommissioned Army plant, Bond Buyer reports today.

Oyler said a bill under consideration in the Kansas Legislature could hurt private land owners located next to the former Sunflower Army Ammunition Plant. The 9,000-acre site is located in Johnson County.

"Since the neighbors to the site are the ones most likely to be harmed by activities related to environmental remediation at the site, they are effectively precluded from holding the state or Johnson County liable for any harm," Oyler said, according to Bond Buyer.

The bill in question would allow for the issuance of sales tax revenue bonds and tax increment financing for private companies to help cleanup the site, according to Bond Buyer.
