A federal judge has ordered the Environmental Protection Agency to prepare an environmental impact statement on an economic development of the Tulalip Tribes of Washington in response to a lawsuit filed by a tribal member.

Guy Madison, who feels disenfranchised by his tribal leadership, brought the lawsuit against the Quil Ceda village. The suit contends the impacts on the environment were failed to be considered.

The tribes' executive director of governmental relations said they are cooperating with the EPA and believe the village, which contains a WalMart, a Home Depot and other businesses, will withstand review.
