The Minnesota State Legislature's leading lawmaker has put his support behind an urban casino that would benefit the state and two impoverished tribes.

Senate Majority Leader Roger Moe has opposed an urban casino in the past because he believes it would cut into the profits of other tribes. But he changed his mind, saying the Red Lake and White Earth Bands of Ojibwe deserve economic opportunity.

The tribes are located far from population centers and have not benefited from gaming like others in the state.
