Finance bill ready for Bush

President Bush on Wednesday said he will sign a bill to overhaul how federal campaigns are financed after the measure cleared the Senate.

Although Bush said the bill raises constitutional questions, he said it is an improvement over the current system. Opponents said they intended to bring challenges based on those doubts.

The vote on the bill was 60-40 with all but two Democrats supporting it. Sen. John Breaux (D-La.) and Sen. Bill Nelson (D-Neb.) voted no.

Eleven Republicans voted yes. Sen. Ben Nighthorse Campbell (R-Colo.) voted no.
