Sen. Robert Byrd (D-W.Va.), the chairman of the Senate Appropriations Committee, on Thursday rejected an offer from Homeland Security Director Tom Ridge to participate in briefings rather than formal testimony.

Byrd appears the only holdout in a dispute between Congress and the White House that grew in the past weeks. Two Republican-led House committees said they will accept Ridge's briefing offer.

Byrd's committee made a bipartisan request for Ridge to testify.
