A Republican lawmaker testified on Friday that a map he proposed for the New Mexico House would create six majority Indian districts.

Sen. Rod Adair of Roswell said he drew the maps to maximize Indian voting rights. A demographer, he said the 1991 House district maps were not fair to Indian voters, and neither were two maps approved last year by the Democrat-majority Legislature but vetoed by by New Mexico Gov. Gary Johnson (R).

Adair's testimony is part of a lawsuit challenging how the districts are drawn. The Jicarilla Apache Nation and the Navajo Nation have joined the battle.
