Executive Director Housing
The Tribal Housing Department manages and maintains 255 Low Rent Units within the Mescalero Apache Indian Reservation under the Native American Housing and Assistance and Self-Determination Act (NAHASDA). The Department manages an additional 30 units that are eligible for low-income housing tax credits under Section 42 of the Internal Revenue Code of 1986.
Under the general direction of Chief of Staff, the Housing Executive Director will plan, organize, direct and coordinate housing development and other operational housing activities to implement the Tribal Housings Plan.
This position description may not include all of the listed duties, nor do all of the listed examples include all tasks which may be found or assigned to this position. Some of the key duties and responsibilities of the Executive Director include:
Identifying and seeking new grants and other funding to support the Tribal Housing Plan;
Overseeing the application and recertification of tenants processes;
Overseeing renovation projects, new construction projects and Facilities Maintenance programs; this duty includes: supervising the Request for Proposals (RFPs) process, negotiating construction and other contracts, scheduling initial inspections for HUD compliance, and providing oversight for modernization and rehabilitation projects;
Ensuring HUD and IRS compliance; and
Forecasting long range development plans.
Bachelor’s Degree in Business Administration, Construction Management, or other related field.
Five years’ experience with public housing and building management programs. One year in a manager or supervisory capacity.
Bilingual English/Apache preferred.
Certified HUD Housing Manager preferred.
Tribal preference and Native American Indian preference shall apply.
