Established in 1824, Indian Affairs is the oldest bureau of the U.S. Department of the Interior. Within the government-to-government relationship, Indian Affairs provides services directly or through contracts, grants, or compacts to 566 federally recognized tribes with a service population of about 1.9 million American Indians and Alaska Natives.

As the Chief Financial Officer, you will be Responsible for managing the Indian Affairs financial resources through providing executive leadership and oversight over budget formulation and execution, accounting and financial reporting, contracting and financial controls including reviews of administrative support functions.

Major Duties:
• Directs and oversees formulation of the Indian Affairs budget, working with the Indian Affairs senior management team and members of the Tribal Interior Budget Council (TBIC). Oversees the execution of the Indian Affairs budget to ensure that funds are obligated and expended for the purposes intended and that expenditures do not exceed amounts available, in accordance with the Anti-deficiency Act.
• Provides executive oversight for the Indian Affairs accounting operations and financial management related programs. Oversees the preparation of the Indian Affairs financial statements and accounting reports and works with program offices. Oversees the development of financial and management plans to include the Annual Report, Financial Statements Remediation Plan, Five-year Financial Systems Plan, Indian Affairs Business Plan and the Indian Affairs Performance Plan.
• Assists Indian Affairs in carrying out its mission, programs, and compliance with legislative and other requirements by developing and applying appropriate financial strategies including results-oriented budget approaches, timely and accurate accounting and financial reporting, effective controls over contract cost and performance, and complete and accurate property accounts.
• Coordinates annual financial reports, develops plans to correct identified deficiencies in fiscal operations, and provides assistance in implementing corrective actions. Works with program and staff organizations to improve their effectiveness and efficiency by managing costs and seeking to improve performance.
• Identifies the costs associated with providing services and products and measures performance through collaboratively established financial and program performance goals.
• Works with tribal governments to improve their financial management systems and processes and to promote compatibility among all interfaces between Indian Affairs and the Tribes and between the Tribes and other entities.
• Serves as a member of the Tribal Budget Advisory Council which serves to engage Tribal and Federal leaders to cooperatively participate, on a Government-to-Government basis, in the budget formulation, justification and information efforts of the Department.
