Notice is hereby given that the Eastern Shoshone and Northern Arapaho Tribes will receive sealed bids for the Wind River Irrigation Rehabilitation Project. Bids will be received at Lowham Walsh LLC, 205 South 3rd St., Lander, WY, until 5:00 p.m. (local time), August 22, 2013. Sealed Bids will be opened at a public meeting to be held at the Office of the Tribal Water Engineer in Fort Washakie, on August 23, 2013 at 10:00 a.m. BIDS SUBMITTED AFTER CLOSING WILL BE RETURNED UNOPENED. NO ORAL, TELEPHONED PROPOSALS OR MODIFICATIONS WILL BE CONSIDERED.
Construction is slated to start after the water is turned off on October 1, 2013. The improvements shall consist of, but not be limited to, the following major construction items:
Sub-Agency Canal Diversion Dam, Sluice Gate Structure, Lateral Diversion Headgate, and Parshall Flume This project will be substantially completed by April 1, 2014.

Payment of $100.00 (non-refundable) is required for each set of the Project Manual.
Indian preference will apply as per Title X - Tribal Employment Rights Code - The Law and Order Code of the Shoshone and Arapaho Tribes of the Wind River Indian Reservation.
A mandatory pre-bid tour is scheduled for August 13, 2013 at 9:00 a.m. Meet at the Office of The Tribal Water Engineer, 6 Black Coal Drive, Fort Washakie, WY 82514.
Bids will be opened at the Office of the Tribal Water Engineer in Fort Washakie at 10:00 a.m. local time, on August 23, 2013.
The Contractor will furnish all materials, equipment and labor necessary to complete this project. Bids must be submitted on the proposal form provided in the contract documents. Each bid must be accompanied by Bid Security, made payable to Eastern Shoshone and Northern Arapaho Tribes for 5% (five percent) of the total amount of the bid. Bid security may be in the form of a Bid Bond. Bidders must be registered in compliance with TERO regulations.
The Eastern Shoshone and Northern Arapaho Tribes reserve the right to reject any and all bids or schedules and to waive minor irregularities and formalities therein, and to award the contract in whole or in part in the best interest of the Tribes.
