Realty Specialist Open Until Filled

SUMMARY
This position is responsible for the management of real estate owned by the tribal government for which management authority has not been otherwise assigned.
Primary responsibilities and job functions are included in Job Description which is available in Human Resources upon request

• Bachelor’s Degree in Planning, Geography, Environmental Science, Natural Resource Management, or a related discipline required, with an additional two years’ experience in real estate management desired, OR six years’ experience in a similar position required, OR an equivalent combination of education and experience required.
• Working knowledge of federal, state, county, and city laws and ordinances, such as the National Environmental Policy Act, Coastal Zone Management Act, Endangered Species Act, National Historic Preservation Act, etc., pertaining to realty acquisition, ownership, fee-to-trust conversions, and development, and the applicability of such laws/ordinances to reservation and trust lands.
• Working knowledge of basic real estate law and practices, basic survey concepts and skills, appraisals, financing, and taxation.
• Working knowledge of land use planning concepts including land use goals, development of comprehensive plans, zoning ordinances, designations, and codes.
• Working knowledge of the principles of environmental protection, investigation, and remediation.
• Knowledge of the social, economic, and political impact that land development, partitions, or sales may have on the surrounding area.
• Skill in oral and written communication with people having various levels of understanding of real property management or environmental compliance requirements.
• Skill in writing concise, factual reports and memoranda on fee-to-trust conversions and other real estate management matters.
• Maintenance of composure and professionalism in all interactions.
• Must possess reasonable ability to communicate in English.
• This position is subject to pre-employment drug testing and criminal history background check which may include fingerprinting.
• Must be at least 18 years of age.
• Valid driver's license.
• Must have or be able to obtain within 90 days of hire an Oregon boater safety card.
• Must have employment eligibility in the U.S.
• Indian preference will be observed in the hiring process.

PHYSICAL & MENTAL DEMANDS
• Requires the ability to communicate effectively with federal, state, county, and local governments, and the ability to work well with Tribal members, the general public, private landowners, and stakeholder organizations.
• Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
• Vision abilities required by this job include close vision and the ability to adjust focus.
• Must be required to push, pull, lift, and/or carry up to 40 pounds.

WORKING CONDITIONS & ENVIRONMENT
• Requires the ability to walk, hike, drive, and boat in difficult conditions at various hours and days of the week.
• Work effectively in a team environment with a diverse variety of technical, professional and administrative staff.
• Work effectively in a negotiating environment where others may have diverse and competing interests and may be uncooperative or adversarial.
• The noise level in the work environment is usually moderately quiet.
