A California lawmaker has introduced a bill to seek a moratorium on new tribal gaming compacts for three years.
Assemblyman Joe Nation is proposing a constitutional amendment to ban new casinos until 2008 and create a commission to study the effects of gaming.
To go into effect, the amendment would need approval by voters in the state.
