Request for Proposals for Architectural & Engineering Services For The Omaha Tribal Housing Authority
The Omaha Tribal Housing Authority (OTHA), Macy, Nebraska is seeking proposals from interested professional service firms or individual to complete Schematic Design, Design Development phases, Soils Exploration, Civil Design and Estimate of Probable Costs of a 24-unit housing project located in Macy, Nebraska. This Request for Proposals (RFP) is being advertised as an open procurement with Indian Preference. Those firms claiming Indian Preference must furnish proof of enrollment with a federally recognized tribe when submitting their proposal and controlling ownership of the business. Tribal Business License, and compliance with TERO ordinances required.
Goal of Architectural & Engineering Services Contract
Goal is to development a Preliminary Architectural Report for submission to USDA Rural Development’s Farm Labor Housing Program for funding of a 24 unit multifamily project located in Macy NE. Budget for development is $ 3,000,000 and site is located at “provide legal description”. OTHA is seeking design professionals who are capable of designing housing units which are innovative, cost effective, meet federal housing requirements and provide a high quality of living experience for the tenants.
Scope of Services
Scope of Services and Responsibilities to be defined as per Standard AIA Owner/Architect Agreement B-141 are as follows:
Geotechnical Exploration and Review
Estimate of Probable Cost
Preliminary Civil Design with Estimate of Probable Co
Written Proposals will be prepared by applicant firms.
PREPARATION OF PROPOSALS
Envelopes containing Proposals shall be labeled as stated on cover page and must be presented so that they may be easily identified as containing a Proposal. Envelopes must include the following:
Experience with similar projects involving Multi Family USDA Funding requirements
Experience of Key Staff Personnel Assigned to the Project
List of Cost History Projects with Original Cost Estimates and Final Project Cost
List of Owner and Professional References
List of projects developed for tribes or tribal entities
Proposed cost of services
Narrative describing their unique ability to meet the goal of this proposal

Each written proposal will be rated using a point system that is applied to the information provided in the proposal that addresses the needs of the OTHA. The rating system is as follows:
• Past working experience with Indian Housing Authorities or Tribal housing projects. 25 points
• Knowledge & working experience with USDA Rural Development Multi Family projects 25 points
• Experience in developing innovative designs concepts for multifamily housing projects 20 points
• Fee structure 15 points
• Indian Preference 10 points
• Quality of Proposal 5 points
Total Points 100 points
Length of contract will be 4 months beginning upon signing of contract for services.
