California tribes accused of skirting donation limits

The California Fair Political Practices Commission accused tribes and others in the state of skirting campaign contribution limits.

FPPC Chairman Ross Johnson said the Pechanga Band of Luiseno Indians, the Morongo Band of Mission Indians and the Sycuan Band of Kumeyaay Indians were among the top 10 contributors to independent expenditure committees. By using the committees, Johnson said the tribes can avoid limits on donations to political campaigns and state candidates.

The Pechanga Band ranked first in the top 10, with $6 million in donations to independent committees. Chairman Marc Macarro defended the practice as legal.
