The National Congress of American Indians and the United South and Eastern Tribes hosted a land-into-trust summit in Washington, D.C., on Wednesday.

Tribal leaders discussed the U.S. Supreme Court decision in Carcieri v. Salazar. The ruling restricts the land-into-trust process to tribes that were "under federal jurisdiction" in 1934.

A bill to "fix" the decision would ensure all tribes, regardless of the date of their federal recognition, can follow the process. The bill has the support of the Obama administration but it hasn't moved in Congress.

"I know that they want something done in this Congress,” said Matthew Thomas, the chief sachem of the Narraganset Tribe of Rhode Island, told The Providence Journal. "But when it’s going to happen is anyone’s guess."

Sen. Byron Dorgan (D-North Dakota), the chairman of the Senate Indian Affairs Committee, is "determined to get something done in this Congress," a spokesperson told the paper.
