Next step in trust reform debate awaited
As the Bush administration presses ahead with its trust reform plans, tribal leaders are looking for ways to control the damage they anticipate.

Some tribes are asking Congress to step in and oppose proposals they say were drafted without their input. Department of Interior officials approved the reorganization of the Bureau of Indian Affairs in late November but were slow to share the results with Indian Country.

A key player in that effort, Ross Swimmer, faces opposition as well. Appointed to oversee trust fund accounts he once tried to dismantle, tribes said the former Reagan official is the last person who can fix the broken system.

Bush challenges affirmative action policy
President Bush dominated the news this week for his decision to file a Supreme Court brief opposing affirmative action.

In public remarks, Bush said he supported diversity but called the use of race in college admissions "unconstitutional." Court papers the Department of Justice filed didn't go quite as far and were addressed specifically to the University of Michigan's policy.
