Mexico owes 456 billion gallons of water

The Mexican government owes the United States 456 billion gallons of water and is asking President Bush for a $420 million loan to help pay the debt back.

The money would be used to build a water system to help deliver water to the two countries and fulfill the requirements of a 1944 treaty. Gov. Rick Perry (R) of Texas opposes the plan and has asked Bush to reject the loan.

Some Mexican officials say Texas' dreams of water are a lost cause. They say there is not enough to go around no matter what the treaty says.
