NPS to rewrite 'gag order' for employees

MONDAY, OCTOBER 14, 2002

The National Park Service is not trying to violate the free speech rights of employees, a regional spokesperson said.

But the agency nonetheless will rewrite a memo that requires employees to obtain a "certificate of compliance" when speaking in a "non-official" capacity. A Department of Interior employee watchdog group says the directive is illegal.
