Tribal casinos exempted from Bush welfare plan

A Bush administration proposal to dip into the casino winnings of deadbeat dads in order to pay for overdue child-support exempts tribal casinos, The Arizona Republic reports.

A Health and Human Services official said the tribes are exempted because "[w]e didn't want to have the proposal run into sovereignty objections." It applies to all other gambling facilities but it appears that tribes can opt-in by applying for federal child-support enforcement grants.
