Calif. tribes make do with 349 slot machines

In California, a "non-gaming" tribe doesn't mean a tribe without a casino. It means a tribe with a casino that has less than 350 slot machines.

Compacts the tribes signed with the state make the distinction. It allows some tribes to operate small casinos while benefiting from a non-gaming fund that tribes with larger casinos contribute to.
