Man allegedly scammed two tribes in Minn.

A Texas man is in federal custody for allegedly bilking $1.6 million from investors in Minnesota.

Howard E. Liner allegedly took $300,000 from the Upper Sioux Tribe and $100,000 from the Lower Sioux Tribe. He allegedly said the money was going into secret federal projects.
