Ute court upholds authority over non-members

The Southern Ute Tribe of Colorado can exercise civil jurisdiction over non-members, a tribal court ruled this week.

The court upheld the tribe's revised wildlife code, which de-criminalizes wildlife violations and makes them civil offenses. The decision applies to two non-tribal members who were cited for hunting an elk. They must pay $2,900 in fines and their guns were turned over to the tribe.
