GOP blocks foreign aid bill

TUESDAY, OCTOBER 16, 2001

Hoping to force Democrat leaders into speeding up confirmation of President Bush's nominees to the federal bench, Senate Republicans blocked a $15.5 billion foreign aid bill on Monday.

Democrats failed to beat a Republican filibuster on the bill by 10 votes.

The Senate has approved eight of Bush's 60 judicial picks.
