Water rights discussion excluded Navajo Nation

The New Mexico Interstate Stream Commission held a secret meeting to discuss a proposed water settlement with the Navajo Nation but excluded the tribe and tribal members.

The chairman of the commission says the meeting did not violate state laws. Several municipalities and non-Indian water users were allowed to review a draft of the settlement.

'The draft is expected to be released in three weeks. It would settle the Navajo Nation's water rights for the San Juan River.
