Inouye says bill doesn't expand jurisdiction

Sen. Daniel Inouye (D-Hawaii) says homeland security legislation he is pushing won't expand tribal jurisdiction over non-Indians.

Inouye told The Las Vegas Review-Journal that his bill only allows tribes to arrest those engaged in terrorist activities. The federal courts would retain jurisdiction, he said.

An anti-treaty rights group called Citizens for Equal Rights Alliance has written a letter in opposition to the bill, the paper reported.
