Commission: Thousands of Peruvian Indians killed

More than 69,000 Peruvians, the overwhelming majority of them Indian, were killed during a 20-year period of civil war and government oppression, according to an investigative report released on Thursday.

After two years of study, the Peru's Truth and Reconciliation Commission said a radical group known as the Shining Path was responsible for most of the killings. But the commission also said the military was responsible.

Between 1980 and 2000, the commission found that 75 percent of the 69,280 victims were Quechan Indians or members of other indigenous groups. Most were poor and came from poor areas of the country.

The Shining Path group targeted Indian groups, the commission said, and the military responded by killing more.
