The Swinomish Tribe of Washington said it would sue over the use of tide gates that block runs of threatened salmon.

The tribe says the gates harm the fish, which are protected under the Endangered Species Act.

The tribe put 12 water districts on notice and says the suit can be avoided if an agreement is reached.
