Urban reserve concerns dominate debate in Man.

The city council of Winnipeg, Manitoba, approved an agreement to improve Aboriginal relations and opportunities.

Debate mostly centered on the possibility of an urban reserve in the city. Some council members were concerned that the tax-free status of a reserve would hurt other businesses.

The agreement was approved after an amendment requiring city council approval for any First Nation proposals.
