Calif. tribes under scrutiny for business practices

California tribes that operate business staffing companies are under investigation by the state Department of Industrial Relations for allegedly violating state labor laws.

Some tribes are supplying businesses with employees that can't afford the high cost of workers' compensation insurance. The tribes say they don't have to comply with mandatory insurance laws because of their sovereign status.

State regulators are taking a different view. They are telling companies that they must carry the workers' insurance even if they work through a tribe.
