Man opens smoke shop on state reservation in Mass.

A man claiming to be a member of the Nipmuc Nation has opened a tax-free smoke shop on the tribe's reservation in Massachusetts.

The tribe says it has not licensed the facility and will shut it down. Taobi Silva, 28, doesn't have plans to close the shop down, which he says will provide funds to make improvements on the reservation.

The tribe has a small land base and is recognized by the state. The Bureau of Indian Affairs is proposing to deny the tribe, and a rival group, federal status.
