NCAI debates position on energy policy bill
Friday, November 21, 2003

Attendees of the National Congress of American Indians (NCAI) debated the national energy policy bill on Thursday.

Some tribes oppose the bill, which streamlines development on Indian lands by limiting the Department of Interior's involvement. They say it weakens the federal trust responsibility.

But other tribes support the new provisions. They don't want NCAI to take a position on the bill. Debate is expected to resume today.

Meanwhile, Senate Republicans said they didn't have enough votes to break a Democratic filibuster. Many Democrats, but not all, and a handful of Republicans oppose the bill. A vote to break the impasse is set for today.

The text of the conference report for the bill can be found at http://energy.senate.gov/legislation/energybill2003/energybill2003.cfm
