Calif. tribe divided over blood quantum rule

The fire that destroyed nearly 70 homes on the San Pasqual Reservation in California has hardened tensions among residents.

All residents were eligible for aid from the Federal Emergency Management Agency. But only those who have at least one-eighth blood quantum received $1,000 from the tribe and another $1,000 from the Bureau of Indian Affairs.

According to The Los Angeles Times, 20 homes belonged to residents who are San Pasqual descendants but don't have enough blood to meet the requirement. Another 30 homes belonged to enrolled tribal members, while the rest was rental housing. The tribe paid temporary lodging costs for some lineal descendants, the paper said.
