Clinton appointee ordered off civil rights panel

A federal appeals court unanimously ruled on Thursday that a Clinton appointee to the U.S. Civil Rights Commission must vacate her seat.

The District of Columbia Circuit Court of Appeals said Victoria Wilson's position was up last November because she was appointed to finish the term of someone who died. The three-judge panel ordered Bush appointee Peter N. Kirsanow to be seated instead.

Mary Frances Berry, the chairwoman of the commission, said she was considering appealing to the Supreme Court. A federal judge in February had sided with her view that Wilson should remain on the panel for six years.

The White House said President Bush was "pleased" with the decision. Kirsanow tilts the panel in a conservative direction.
