Treaty referendum a failure

THURSDAY, MAY 16, 2002 A controversial referendum aimed at gauging how voters in British Columbia, Canada, feel about treaty negotiations with First Nations has flopped. Band leaders opposed the initiative, which is non-binding, but failed to halt it before the ballots were mailed to residents. However, fewer than one-third were returned by yesterday's deadline. Others voiced their opinion by burning, trashing and otherwise ignoring the referendum. Get the Story:
