WEDNESDAY, MAY 29, 2002 Authorities in Minnesota have charged a man in the death of a girl found on the White Earth Indian Reservation. Kevin James Brown Jr., 21, was charged with second-degree murder. The victim is reported by the Associated Press as Rita Burnette, 14. Burnette lived on the reservation. She is Brown's cousin, according to the AP. Minnesota is Public Law 280 state. The state shares criminal jurisdiction with tribes. Get the Story:
