FRIDAY, MAY 31, 2002 A federal program aimed at increasing home ownership on reservations has drawn less than 1,000 applicants in 10 years. The reason, according to Gary Gordon, executive director of the National American Indian Housing Council, is the red tape involved. Prospective Native homeowners must get approval not only from the Department of Housing and Urban Development but also the Bureau of Indian Affairs.
