The Seneca Nation of New York is pushing Gov. George Pataki (R) to finalize a gaming compact that tribal members have approved.

The governor's office denies stalling the agreement and says it wants to resolve outstanding issues.

The deal would allow the tribe to open up to three casinos, including two off-reservation.
