Congress eyes moving FBI CIA

Congressional leaders met with Homeland Security Director Tom Ridge on Thursday to discuss the creation of a new Cabinet department.

Members on both sides of the aisle questioned whether the FBI and CIA can remain independent under the Department of Homeland Security. President Bush wants to keep both agencies fully autonomous.
