Water shortages in the Klamath Basin of Oregon and California are affecting fish considered vital to area tribes.

But instead of asking non-Indians to help save dwindling runs of salmon, the Department of Interior is cutting back water to the fish. Farmers have been warned they may be next, though.

A 2001 decision to scale back water for non-Indians led to protests and intervention by President Bush and Secretary of Interior Gale Norton.
