TUESDAY, JULY 16, 2002

Two House subcommittees are holding a hearing today on the reorganization of the Environmental Protection Agency's ombudsman.

Robert Martin, a member of the Makah Nation of Washington, held the post but quit after the Bush administration moved his office. He is popular with lawmakers and the public for questioning the EPA's decisions.

In a related ombudsman case, the EPA was ordered to reinstate a policy analyst within the Office of Solid Waste and Emergency Response. A Labor Department board said Hugh Kaufman suffered discrimination.
