Calif. off-shore drilling barred

The House on Wednesday barred the Department of Interior from using funds for new drilling off the coast of California.

An amendment by Rep. Lois Capps (D-Calif.) cleared the chamber by a vote of 252 to 172. The Bush administration has limited off-shore drilling in Florida and the Gulf of Mexico.

The amendment was placed in the department's $19.7 billion spending bill.
