Language in a $28.9 billion counterterrorism spending bill exempts the Black Hills National Forest in South Dakota from environmental regulations and lawsuits that are blocking some forest thinning projects.

The provision was inserted by Senate Majority Leader Tom Daschle. President Bush is set to sign the final bill.

Arizona Congressmen criticized Daschle for the language because they said their efforts to do the same in the state were rebuffed.
