The Seneca Nation and New York Gov. George Pataki signed a 20-year casino gaming compact on Sunday.

The deal authorizes three casinos for the upstate tribe. Two will be located off-reservation in the Buffalo area. The third would be on tribal land.

The tribe expects $4 billion in revenues over two decades, with $1 billion going to the state. Unions will be allowed to organize at the casinos.
