TUESDAY, SEPTEMBER 10, 2002 A Nebraska state judge on Monday ruled against a voter initiative that would expand casino gaming. Lancaster County District Judge Paul Merritt said the initiative can't be placed on the November 5 ballot because it violates state law. He said the proposal addressed more than just gaming. Proponents plan to appeal the decision in hopes of getting it on the ballot. If approved, tribes would be allowed to operate video slot machines, games they are currently barred from offering.
