WEDNESDAY, SEPTEMBER 25, 2002

A book by a Smithsonian curator describes how federal bureaucrats were able to negotiate treaties with tribal leaders during the late 1800s.

In many cases, it was done by force, intimidation and outright theft. Federal negotiators often plied Indian leaders with alcohol, according to "Diplomats in Buckskin" by Herman Viola.

Viola is in Montana to give talks about his book and on other topics of interest to the West.
