Canada promises Indian reform

The second session of the 37th Parliament of Canada began on Monday with the infamous "Speech from the Throne."

Delivered by Gov. Gen. Adrienne Clarkson, the speech singled out Aboriginals in a number of respects. It called for the re-introduction of the First Nations Governance Reform Act, a proposal that band leaders have rejected due to lack of consultation.

The speech also focused on the needs of urban Natives, who face increased health, violence and other problems. Assembly of First Nations Chief Matthew Coon Come said this was a positive development.

But he and other critics said the speech was largely recycled.
