There was "administrative opposition" to an upgrade of all computer desktop systems at the Department of Interior, a top official said.

But Interior chief information officer W. Hord Tipton told Government Computer News that adopting the new Microsoft Windows XP system will mark a major improvement. He tied the department's network problems to poor information technology policies.

Those policies -- or lack of them -- landed the department in hot water for failing to protect Indian trust data. The Bureau of Indian Affairs remains disconnected from the Interior as a result of a December 2001 court order.
