TUESDAY, DECEMBER 10, 2002 "On November 28, due to 'outbreaks of violence' on South Dakota reservations, Representative Case (Rep., S.D.) is preparing a bill to vest law enforcement authority in state and county officials. Case said enforcement by 'tribal organizations and the office of Indian affairs is far from satisfactory.' Simultaneously, Representative D'Ewart (Rep., Mont.) as chairman of the house Indian affairs subcommittee, said he would submit an amendment to extend its provisions to all reservations.
