The Alaska Inter-Tribal Council is meeting in Anchorage this week to discuss a controversial proposal to change the way Alaska Native tribes are funded.

Sen. Ted Stevens (R-Alaska) said he doesn't want to force tribes and villages to consolidate. But he wants to improve delivery of funds and has said regionalization is the best way.

Tribal leaders at the conference are working on ways to prove Stevens is wrong. They want to demonstrate accountability and success at the local level.
